ICSH Strategic Objectives 2011-2014
‘Adapting and Leading Housing Delivery in a new Era’
The ICSH Strategic Plan was developed in 2010/11 in a period of significant uncertainty both in the country and within the voluntary housing sector itself.
The overall objective for the ICSH plan is to adapt and lead housing delivery in this new era.
It is clear that one of the key drivers of growth and diversity in the period of the last ICSH Strategic Plan, 2007-2010, was the significant capital funding that was provided by the Government through the capital funding schemes.
This will not be the case in future years where there will be greater reliance on non state finance for supply of social housing supports. This will be part of a new mixed funding regime within the voluntary housing sector using private/loan finance through leasing to provide new social housing.
Housing associations and members of the ICSH have already been innovating with new housing delivery models and new forms of collaboration between members and this will continue over the period of the plan. New skills and competencies will be developed which will build on existing skills. There will be a greater emphasis placed on outcomes, performance, accountability and risk evaluation in the new environment with existing stakeholders such as financial institutions having a much greater involvement with housing associations.
The Five Strategic High Level Objectives for the new strategic plan include the following which are framed as follows:-
- Leading promotion and representation of the housing association sector
- Ensuring financial resources for the sector
- Enhancing appropriate Governance and regulation within the sector
- Delivering high quality services
- Securing financial resources for the ICSH
