HAPM - Housing Association Performance Management

HAPM - the Housing Association Performance Management framework is a standardised tool developed by the Irish Council for Social Housing, in consultation with members for measuring housing association performance. The aim of HAPM is to promote good housing management practice in the voluntary housing association sector. Following the success of the pilot study the ICSH has introduced this performance management framework to the entire sector to help demonstrate accountability to customers and stakeholders.

If you do not wish to complete the HAPM survey online, the form can be downloaded here. You can print off this blank form, fill it in by hand and return by post or scan it and send by email. Alternatively, you can complete the form by opening it and inputting the information using the ‘Select’ button in the tool bar on the top of your screen. However, after completion you must print the form off immediately as your computer will not allow you to save a completed version.

The closing date for returns is 5pm Friday 17th February 2012.

As stated when the Quarter 3 form was distributed, there are some changes to HAPM planned for future quarters. These will not come into effect until the survey of Quarter 1 of 2012 which will be sent out at the beginning of April 2012. We are letting members know of the new indicators that are planned at this stage so that you will hopefully have time to change the way in which you collect information. The new indicators are all expansions of existing topics that are looked at. A comprehensive guidance note on all new and existing indicators will also be issued to members ahead of Quarter 1 2012.

The new indicators are as follows:

  • The current Section 7 Question 1 will be amended slightly so that it asks specifically for the total amount of outstanding rent arrears due to the housing association from current tenants.
  • There will be an additional question after this which will ask for the total amount of outstanding rent arrears from former tenants which are still being pursued.
  • What value of arrears from former tenants was written off in the HAPM period.
  • Sections 8 and 9 on Re-lets and First lets will each have a new question asking how many allocations were given as transfers to existing tenants of your housing association.
  • Section 10 – Voids – currently asks for the total number of void units of accommodation in the period. This will remain but will be followed by a new question asking how many of these voids are new void units that arose in the period. This is to ensure that the number of void units reported in the sector is as accurate as possible and that voids that persist across two HAPM periods are not counted as two separate void units.
  • Section 13 asks three new questions on Notices to Quit – the average length of time between a NTQ being served and eviction taking place; the number of NTQs that did not result in court action and what were the reasons why NTQs did not result in court action.

Further guidance on all these indicators will be issued for Quarter 1 2012.
