Housing Association Performance Management (HAPM)
HAPM - the Housing Association Performance Management framework is a standardised tool developed by the Irish Council for Social Housing, in consultation with members for measuring housing association performance. The aim of HAPM is to promote good housing management practice in the voluntary housing association sector. Following the success of the pilot study the ICSH has introduced this performance management framework to the entire sector to help demonstrate accountability to customers and stakeholders. The most recent full year HAPM results conver over 20,000 housing association tenancies and are available here.
Tier 1 housing associations
In addition, we are very pleased to launch a version of HAPM specifically for Tier 1 organisations which matches the performance indicators outlined in the voluntary code of regulation, “Building for the Future”. This states that all housing associations should be able to provide performance indicators on:
• Rent payment / arrears
• Repairs / management costs per unit
Completing this version of HAPM will allow Tier 1 approved housing bodies to be compliant with the performance indicators set out in the code.
