The financial parameters within which the State will be operating for the coming years rule out a return to very large capital funded programmes based on 100% capital grants being provided by the State. Having regard to this changing funding environment it is expected that new social housing supply will be funded through current expenditure under the social leasing initiative using social leasing/payment and availability arrangements. Approved Housing Bodies will also have access to repayable funding through the Capital Advance Leasing Facility (CALF). CALF will become a key funding stream for the supply of social housing in the years ahead. This in turn means that the use of loan finance (from both commercial lending institutions and the HFA) will need to play an important role in our continued delivery of housing and the introduction of the CALF is intended to facilitate our transition to the use of private finance.
The CALF CPD is intended to give an overview of the CALF Funding Model including the background and context to its introduction, details relating to the application and assessment process. In particular the CPD allows for learning on the workings of the ICSH Financial Model in a step by step manner using worked examples of small to medium type projects. The CPD will prove beneficial and insightful for AHBs looking to explore the CALF model as a means of financing social housing provision.
