Framework Agreement for Integrated Design Team Services to support the Social Housing Strategy 2015 – 2020: Support, Supply and Reform

The Office of Government Procurement wishes to bring to your attention a new Framework Agreement for Integrated Design Team Services to support the ‘Social Housing Strategy 2015 – 2020: Support, Supply and Reform’. The Framework may be used by all local authorities in Ireland and Approved Housing Bodies.

Services Covered by the Framework Agreement

This is a Framework Agreement for the purchase of full (architect-led), integrated design team services to support housing projects delivered under the ‘Social Housing Strategy 2020 – Support, Supply and Reform’, which was launched by the Government in November 2014.

All service providers on the Framework can provide full, integrated design team services, led by an architect. These services also include the following design team disciplines: quantity surveyor, mechanical and electrical engineer, structural engineer and project supervisor design process.

Projects for which services may be required from this Framework include the construction of new residential units (houses and/or apartments) to meet the needs of the relevant Contracting Authorities.  Design Team Services required for renovations and/or refurbishments to existing accommodation types are outside the scope of this Framework.

The Framework consists of 3 geographical lots which are subdivided according to the estimated construction cost and relative complexity of housing projects as follows:

Regional Lot A: North Western (Cavan, Donegal, Leitrim, Galway, Mayo, Monaghan, Roscommon, Sligo)

Sub lot 1

estimated construction cost of less than €1.5m (ex VAT), low complexity

Sub lot 2

estimated construction cost of between €1.5m and €3.0m (ex VAT), medium complexity

Sub lot 3

estimated construction cost in excess of €3.0m (ex VAT), medium to high complexity

Regional Lot B: East and Midlands (Dublin, Kildare, Laois, Longford, Louth, Meath, Offaly, Westmeath, Wicklow)

Sub lot 1

estimated construction cost less than €1.5m (ex VAT), low complexity

Sub lot 2

estimated construction cost between €1.5m and €3.0m (ex VAT), medium complexity

Sub lot 3

estimated construction cost between €3.0m and €5.0m (ex VAT), medium to high complexity

Sub-lot 4

estimated construction in excess of €5.0m (ex VAT), high complexity

Regional Lot C: Southern (Carlow, Clare, Cork, Kerry, Kilkenny, Limerick, Tipperary, Waterford, Wexford)

Sub lot 1

estimated construction cost less than €1.5m (ex VAT), low complexity

Sub lot 2

estimated construction cost between €1.5m and €3.0m (ex VAT), medium complexity

Sub lot 3

estimated construction cost between €3.0m and €5.0m (ex VAT), medium to high complexity

Sub-lot 4

estimated construction in excess of €5.0m (ex VAT), high complexity

How to Use the Framework

A User Guide to this framework is attached, together with a Supplementary Request for Tender (SRFT) Information Form and a Project Specification Document template.

This framework will be drawn down by way of mini-competition. In order to purchase from this framework, Framework Clients must fill in the Supplementary Request for Tender (SRFT) Information Form and email it to the Office of Government Procurement at support@ogp.gov.ie.

OGP will review this document and then engage with the Framework Client regarding the completion of the necessary tender documents for issue to the relevant service providers in the appropriate framework lot.
