In our Election 2016 Briefing the ICSH (Irish Council for Social Housing) as the national representative federation of 270 non-profit housing associations asked all election candidates to ‘pledge’ support for a number of simple solutions to effectively address many obstacles to housing delivery as well as contribute to a more sustainable housing system.
The Office of Government Procurement wishes to bring to your attention a new Framework Agreement for Integrated Design Team Services to support the ‘Social Housing Strategy 2015 - 2020: Support, Supply and Reform’. The Framework may be used by all local authorities in Ireland and Approved Housing Bodies.
The Residential Tenancies (Amendment) Act 2015 amends the 2004 Residential Tenancies Act and brings tenancies within housing associations under the remit of the Rental Tenancies Board (RTB) (formerly the PRTB) for the first time.
The Act has now commenced as of 7th April 2016. All Housing Associations now have 12 months to register each of their tenancies with the RTB. The ICSH has prepared an FAQ on the Act which may be helpful to members and is available here.
The Irish Council for Social Housing (ICSH) has called for the new government to take immediate action to stem the flow of families into homelessness.
This includes the provision of at least 2,000 additional homes through NAMA for social housing by 2020.
Availability and access to good quality, secure and affordable housing is a central focus for Election 2016. The true scale of the current housing market is not only reflected in the housing waiting lists and homelessness figures but as a broader issue encompassing households forced out of the rental market e.g. those living in overcrowded accommodation, young people unable to move out of the family home, key workers, older and disabled people in inappropriate accommodation.

This one-day Social Housing Practitioners Conference is aimed at practitioner staff and will be useful for Housing Officers, Maintenance Officers, Development Officers and Community Support Workers, as well as managers in these operational areas
The DECLG has announced that the annual Management and Maintenance allowance paid annually by local authorities to approved housing bodies for CLSS funded properties will remain the same for the year from 1st July 2015 to 30th June 2016 and subsequent years until further notice. These rates are €436 per unit in areas to which the general cost limit applies and €543 per unit in the administrative areas where higher cost limits apply.
